| با وجود اینکه پنج دهه از شروع طرحهای توسعة شهری در ایران میگذرد، این طرحها هنوز با مسائل متعددی در زمینة تحققپذیری و موفقیت روبهرو هستند. در این تحقیق با بهرهگیری از رویکرد ارزیابی عملکردمحور به این پرسش پاسخ داده میشود که مهمترین چالشهای تحققپذیری طرحهای توسعة شهری در ایران، چیست. روششناسی پژوهش کیفی است و دادههای کیفی در این مطالعه با استفاده از روش مصاحبه و سنجههای غیرواکنشی (ثبتهای آرشیوی) گردآوری شدند. به منظور تجزیهوتحلیل اطلاعات و بیان نظریة نهایی از روش «نظریة دادهبنیاد» استفاده شده است. بر اساس روش نمونهگیری کیفی، نمونهگیری مورد نوعی، و نیز معیار اشباع نظری، از نظرات 30 نفر از صاحبنظران عرصة شهرسازی در این مطالعه بهره گرفته شده و ادراک آنها نسبت به موفقیت طرحهای شهری بررسی و تجزیهوتحلیل شده است؛ با استفاده از روش «نظریة دادهبنیاد» و کدگذاری دادهها، هشت مقولة هستة نهایی از یافتههای اولیه استخراج شدند. «مقولة هسته» در این بررسی «توجه به بسترهای بومی و اجتماعی و اقتصادی کشور در فرایند مشارکتی تهیة طرح» است که سایر مقولات عمده را در بر میگیرد و با پاسخهای بهدستآمده ضرورت نگاه به زمینههای اجتماعیـ اقتصادی و نهادسازی در جامعة ایران و بهرهگیری از مشارکت ذینفعان گوشزد شده است. | ||

| Five decades after the initiation of urban development plans in Iran, these plans still face various challenges to implement and succeed. Using a performance-based evaluation approach, this research seeks to identify the most important challenges for urban development plans in Iran. The methodology of this study is qualitative, with data collected using non-reactive (archival records), interview techniques and measures. To analyse the data and finalise theory, Grounded Theory method was used. Based on Qualitative Sampling, Typical Case Sampling and Theoretical Saturation criteria, the opinions of 30 urban planning experts have been used, and their perceptions about the success of urban plans were studied and analysed. Using Grounded Theory and coding the data, the final eight core categories extracted from the original findings. The core of this paper is to draw attention to the country’s local, social and economic contexts in participatory procedures of planning, which covers other major categories and reminds us of the importance of considering socio-economic context, institutionalising Iranian society, and making use of stake-holders’ participation. | ||
