| چکیده | ||
| خدمات و مراقبتهای درمانی بخشی از نظام بهداشت و سلامت عمومی هر کشور را تشکیل می دهد. این خدمات باید در دسترس، موجود و به لحاظ اقتصادی قابل تهیه باشند. علاوه براین، حمایت و ارتقاء سلامت و تعمیم خدمات درمانی منوط به تحقق پیش شرط های بنیادین و سازنده سلامتی از جمله آموزش، مسکن، غذا و اشتغال است. دولتها طبق حقوق بین الملل متعهد می باشند با بکارگیری حداکثر امکانات موجود خود، خدمات و مراقبتهای درمانی و بهداشتی را توسعه داده و پوششهای لازم را برای همه اقشار جامعه بدون توجه به شغل و درآمد آنها فراهم آورند. تصویب و" اجرای طرح تحول در نظام سلامت" ایران نیز گامی در راستای تحقق پوشش همگانی خدمات سلامت و نیل به عالیترین سطح قابل حصول سلامت به شمار می رود.این تحقیق از نوع تحلیلی – توصیفی بوده و اطلاعات و داده ها با استفاده از روش کتابخانه ای گردآوری شده است. محققین در این مقاله به دنبال پاسخ به این سوال هستند که در حقوق بین الملل در زمینه ترویج و توسعه خدمات درمانی و بهداشتی چه تعهداتی برای دولتها پیش بینی شده است و اجرای طرح تحول نظام سلامت چه نقشی در رسیدن به استانداردهای بین المللی سلامت ایفاء می کند. | ||

| Abstract Healthcare services form the part of the public health system in each country. These services must be accessible, available and economically affordable. Moreover, the protection, promotion and extension of health care are subjected to constructive prerequisites of health such as education, house, food and employment. In international law, states are obliged to use their maximum available resources for the purpose of developing health care services and providing all necessary coverage for all their people. Ratification and execution of the “Evolution Scheme of Health System” in Iran is a step toward universal health coverage and the realization of the highest attainable standard of health. The main question of the present article is: what legal obligations have been provided in international law in the promotion and development of health care; and what is the “Evolution Scheme of Health System” ’s role in achieving to international health standards. | ||
