چکیده
هدف: مسائل عمومی پدیده­‌هایی وسیع و گسترده هستند که ضعف در شناسایی آنها موجب ناکارآمدی خط­‌مشی‌­های دولتی می­‌شود. استفاده از یک مدل ساختاری و جامع برای شناسایی مسائل عمومی، این فرصت را برای خط­‌مشی‌­گذاران کشور فراهم می­‌کند تا به تعیین و اجرای کامل اولویت­‌ها و راهبردها پرداخته شود. این پژوهش مدل ساختاری شناسایی مسائل عمومی در ایران را ارائه می‌­نماید.
طراحی/ روش‌شناسی/ رویکرد: برای جمع­‌آوری داده‌­ها، 16 مصـاحبه عمیـق بـا صاحب­نظران انجام شده و تحلیل آنها با کدگذاری طی سه مرحله شبکه مضامین پایه، سازمان­‌دهنده و فراگیر انجام شده است. سپس مدل طراحی شده با مدلسازی معادلات ساختاری آزمایش شد.
یافته­‌های پژوهش: تحلیل داده‌­ها در نهایت به احصای 66 مضمون پایه، 23 مضمون سازمان‌­دهنده، 6 مضمون فراگیر و شکل­‌گیری مدل ساختاری انجامید.
محدودیت­‌ها و پیامدها: بوروکراسی‌­های زائد و پیچیده و وجود برخی محدودیت­‌های حفاظتی و مطالعاتی از مهمترین محدودیت‌­های این پژوهش بود که چنین محدودیت‌­هایی باعث کاهش میزان داده‌­ها برای تحلیل می­‌شود. انجام پژوهش­‌های آینده بدون محدودیت­‌های ذکر شده در جمع‌­آوری داده­‌ها می‌­تواند سطح اطمینان و اعتماد به نتایج را فزونی بخشد.
پیامدهای عملی: نتایج نشان می­‌دهد که بازیگران دولتی شامل دولت (قوه مجریه)، مجلس شورای اسلامی (قوه مقننه) و افراد و نهادهای قانون اساسی، بازیگران غیردولتی شامل گروه‌­های ذی‌نفع و گروه‌­های ذی‌نفوذ، و همچنین حساسیت موضوع، قلمرو موضوع، مقطع زمانی وقوع رویداد و هزینه ایجاد شده از طریق رویداد بر فرایند شناسایی مسائل عمومی در ایران تاثیرگذارند.
ابتکار یا ارزش مقاله: مقاله، یک مدل ساختاری جامع و مبتنی بر عمل ارائه نموده و به تحقیقات شناسایی مسائل عمومی و خط­مشی­‌گذاری عمومی می‌­افزاید.

Purpose: Public issues are a widespread phenomenon and the weakness in their identification has led to inefficiency in government policies. Utilizing a comprehensive and Structural model for identifying public issues enables the country to fully identify priorities and strategies by knowing all the tools for controlling barriers and problems. This study presents a Structural model for identifying public issues in Iran.
Design/ methodology/ approach:   In this study, content analysis has been employed and16 in-depth interviews with experts are used to answer the research questions. For data analysis, coding is done in three stages of basic, organizing, and pervasive theme network. Then, the designed model is tested by SEM method.
Research Findings:  Data analysis results in 66 basic themes, 23 organizing themes, 6 pervasive themes, and theoretical model formation that is validated with SEM method.
Limitations & Consequences:  Excessive and complex bureaucracies and the existence of some protective and information restrictions were the most important limitations of this study. Such restrictions reduce the amount of data to be analyzed. Future research in organizations with no limitations on data collection can increase the level of confidence and confidence in the results.
Practical Consequences:  State actors, non-state actors, subject sensitivity, subject area, time course of event occurrence, and event-related costs affect the process of identifying public issues in Iran. Innovation or value of the Article:  The paper presents a comprehensive and action-based structural model and Ads research to identifying public issues and public policy.
