چکیده
مفهوم حوزه‌ی عمومی از اصطلاحات مهم و ایده‌ساز در حوزه‌ی نظری سیاست و نیز مشوقی برای پیش­بُرد دمکراسی‌های مشورتی یا انجمنی به شمار می­‌رود، اما سیالیت و اغتشاش صورت‌بندی این مفهوم در نزد نظریه‌‌پردازان فلسفه‌ی سیاسی، بازترسیم خطوط اصلی آن و نیز پیوند آن با مفاهیم مهمی مانند امر سیاسی و آزادی را ناگزیر می‌سازد. از این‌رو، نگارنده با اتخاذ رویکرد تاریخ­نگاری ایده‌ها که مبتنی بر قرائت متنی است، درصدد برآمده تا با پرسش از چیستی ایده‌های حوزه‌ی عمومی، امر سیاسی و آزادی در اندیشه‌ی هانا آرنت، استدلال کند که مفهوم حوزه‌ی عمومی تحت تأثیر مدرنیته و ظهور ایدئولوژی‌های تمامیت‌طلب و جامعه‌ی توده‌ای که عرصه را بر عمل سیاسی تنگ‌تر می­کند، دچار تغییر شده و در نهایت با از میان رفتن چنین حوزه‌ای، امر سیاسی در قالب ایدئولوژی یا باوری متصلب به انحلال امر سیاسی منجر می‌شود. با درک چنین امری، زمینه‌ برای تقویت مفهوم حوزه‌ی عمومی به‌عنوان پیش‌ زمینه‌ای برای بازتعریف امر سیاسی در چارچوب مفهومی انسانی و مبتنی بر دوستی و سرانجام امکان بیشتر برای دسترسی به دمکراسی گشوده می‌شود.

چکیده [English]
The concept of the public sphere is one of the most important terms in the theoretical field of politics as well as in the encouraging deliberative or associative democracies. But the fluidity and disturbance of the articulation of this concept by political thinkers, drawing its main lines and linking it inevitably with other important concepts such as politics and freedom. Therefore, in this paper, by adopting an approach to historiography of ideas based on textual reading, the author has sought to question the ideas such as the public sphere, the political and freedom in thought of Hannah Arendt. It has been argued that the concept of the public sphere is affected by the modernity and the emergence of totalitarian ideologies and mass society, which tends to weaken the realm of political action, and ultimately leads to the collapse of the political. Understanding this, would lead to strengthen the concept of the public sphere as a ground for redefinition of the political in a human-based and friend-based context and ultimately more possible access to democracy.
